Lawmakers and renewable-energy executives discussed the value of the industry's tax incentives during a joint hearing of two House subpanels this past week. Rep. Andy Harris, R-Md., said the incentives go against free market principles and push up power costs, but Solar Energy Industries Association President and CEO Rhone Resch said that they were vital for the industry's growth. "The investment and production tax credits, the 1603 program, and the depreciation benefits for renewable-energy properties are all needed to accelerate the entry into the market of renewable-energy technologies," said Rep. Paul Tonko, D-N.Y.
