A group of Tuareg rebels in Mali have declared their independence from that country, although the international community hasn't paid them much attention, writes William G. Moseley, a professor of geography and African studies at Macalester College. "Given the problematic way in which African borders were originally set, it is not surprising that we see struggles to redefine national boundaries in the contemporary era," he writes. Mali and the international community would be wise to enter a dialogue with the rebels, he suggests.
