The Obama administration's decision to allow seismic testing off the Atlantic coast doesn't go far enough because government officials have no plans to offer drilling leases in the next five years, an American Petroleum Institute analyst said. Testing companies aren't likely to proceed until leases are actually offered, said Holly Hopkins, an upstream and industry operations policy adviser at API. "This gesture falls short in initiating [a] forward-thinking, comprehensive energy policy," she said.
