Congress should codify the Department of the Interior's new safety rules for offshore drilling that were imposed in the aftermath of the Gulf of Mexico oil spill, Interior Secretary Ken Salazar said. "It's inexcusable that Congress has yet to enact one piece of legislation to make drilling safer," Salazar said. Lawmakers should also clear a bill that would carry out a pact with Mexico covering transboundary oil and natural gas drilling in the Gulf, he added.
