Five states that were not awarded grants in the first round of the Race to the Top Early Learning Challenge are eligible to compete for a portion of $133 million in new funding, the Education Department announced Monday. In the first round of competition, nine states were awarded grant funding for their plans, aimed at expanding access to high-quality preschool programs to all students, particularly those from low-income households.
