Congress is unlikely to act on the expiring Production Tax Credit before the presidential election, according to Capitol Hill staffers. "I would say it is going to be difficult to pass before the presidential election," Jason Edgar, legislative director for Rep. Dave Reichert, R-Wash., said at a conference in New York sponsored by the American Wind Energy Association. "We are looking at a lot of work in the lame duck Congress." Russell Sullivan, chief tax counsel to the Senate Ways and Means Committee, said that the PTC may need a "haircut" to get extended.
