Educators for Shared Accountability has given Education Secretary Arne Duncan an "ineffective" rating under a value-added measure. Teachers, the group says, have been unfairly targeted by such standards and have been eager for education leaders to be held accountable to value-added measures as well. The group evaluated Duncan based on students' pregnancy rates, math and reading performance and the ability of students to get jobs.
