Jim Smith of Eminence, Mo., has been monitoring a wild horse herd for two decades and has observed a jump in horse dumping since the government's 2006 ban of federal funding for horse slaughter plant inspections. "An old horse, a crippled horse, an unwanted horse, they all cost the same to feed, and nobody wants them, so they keep dumping them off here. Until there is a place to take them, it's not going to get any better," Smith said.
