On Thursday, Reps. Ed Whitfield of Kentucky and Steve Cohen of Tennessee introduced amendments to the Horse Protection Act aimed at eradicating soring, the practice of intentionally inflicting pain on horses' feet to induce a high-stepping gait. The amendments provide for USDA inspectors to monitor all shows, a ban on soring devices in targeted breeds and increased penalties for those convicted of soring.
