Initiatives that are designed to count homeless populations are important, but more needs to be done to actually address the problem of homelessness, according to Christine Jocoy, associate professor of geography at California State University, Long Beach, who has studied the issue. "My argument is really that the counting is a very first step," Jocoy said. "I think what happens is that first step ends up becoming the main way people are engaged with homelessness."
