Members of the Massachusetts Gaming Commission are planning to offer guidelines for determining what constitutes a "surrounding community" that can negotiate with a company seeking to build a casino in a nearby city or town. Stephen P. Crosby, chairman of the gaming commission, said casino developers should determine those communities and collaborate with them. "We will try to give enough guidance that the applicant and the community can work it out in advance, pretty much knowing where we would go," Crosby said.
