House Republican leaders are working to line up votes to pass Speaker John Boehner's "Plan B" for averting the "fiscal cliff" -- a plan that would extend tax cuts for Americans with incomes up to $1 million. President Barack Obama says he will veto the measure if it makes it through Congress. Mr. Boehner's leadership team told Republicans that the measure is a way to extract further concessions from Mr. Obama on taxes and spending.
