The Chillicothe, Ohio, City Council approved a $45 million budget during a meeting that lasted less than a half hour. The 2013 budget includes six layoffs that will save the city about $250,000 and consolidation of the parks and recreation department into the safety and service department. The layoffs are all administrative positions, including the parks and recreation director and supervisor, a secretary from the office of the treasurer and a civil service secretary.
