Concerns about the "fiscal cliff" are leading small-business owners to be more pessimistic than they've been in the last two years, according to a Wells Fargo and Gallup survey. A third of small-business owners say they plan to cut capital spending in the next year, the survey finds. It's "an eye-opening drop in optimism," says Marc Bernstein, Wells Fargo's head of small business.
