One of the sticking points in negotiations between the U.S. and Afghanistan is what to do with the nearly 1,000 prisoners held in the U.S. jail next to Bagram Airfield in Afghanistan. Afghan President Hamid Karzai has demanded that all Afghan prisoners be handed over to the Afghan government and says the facility holds prisoners who have been cleared of wrongdoing by Afghan courts. About one-third of Bagram's prisoners are foreign nationals, whom Karzai says he does not want to take custody of.
