Some critics are questioning how William R. Hite Jr., Philadelphia superintendent, intends to fund a plan released Monday that calls for academic improvements. Included in his vision for the district's future is the development of International Baccalaureate programs and improved student nutrition. However, Jerry Jordan, president of the Philadelphia Federation of Teachers, points out that the proposal comes at a time when school spending has been limited and some once routine expenses are now considered frills.
