Planners in Duluth, Minn., are taking flak from some business owners over the first proposed changes to the city's sign ordinance since the rules were adopted in 1978. Planners say the stricter rules were formulated with input from the community, while some business owners are wary about rules that call for smaller signs and caution that the current moratorium on new signs is delaying new business openings.
