Searsport, Maine, officials are planning to amend the town's appeals process to prevent appellants from rearguing a case in which a final decision has been made. The proposed amendment would apply to the DCP Midstream storage-tank proposal that currently is being reviewed by the town's planning board. Under the proposed rules, once a decision is rendered, neither DCP nor its opponents could present new evidence to reargue their positions and would be allowed only to make the case that errors were made in the review process.
