President Barack Obama and Afghan President Hamid Karzai said in a joint statement Friday that they had outlined a possible deal that would make U.S. troops immune to Afghan law in exchange for the U.S. handing over control of all U.S.-run detention facilities in Afghanistan. Karzai on Monday said that a council of Afghan elders should convene to make a final decision on whether to grant legal immunity to U.S. troops.
