Tucson Unified School District in Arizona has been ordered to provide courses that are culturally relevant to African-American and Latino students. U.S. District Judge David Bury has approved the Unitary Status Plan, which is the culmination of a desegregation effort that goes back decades in the district. Arizona Attorney General Tom Horne called the judge's approval of the plan -- compiled by Special Master Willis Hawley, an expert on race relations and academic achievement -- "erroneous."
