Horse owners in Wisconsin are facing a grim situation because last summer's drought left hay supplies depleted and the cost of hay from other areas high. Many horses whose owners can't afford to feed them may soon be facing starvation, and even horse rescues are in trouble, turning away owners seeking help. The hay supply in the state is at its lowest level in more than half a century, and the problem is expected to get worse.
