The Federal Communications Commission on Wednesday issued a rulemaking notice that would require telecoms to take several steps to eliminate outages on 911 systems. The unanimous move came in the wake of a freak 2012 storm that caused widespread outages. Under the proposals, telecoms would be required to beef up maintenance and testing programs, make sure main offices have backup power, and be able to swiftly bring in emergency workers.
