Google has been fined nearly $30 million by the U.S. and French governments for various breaches of privacy rights. California will fine application developers $2,500 for not making a privacy policy available to app users. "What's missing in the current privacy enforcement debate is the role of the customer or user," Natasha Léger writes -- and the answer "lies in transparency that is verifiable through benchmarking."
