Kingsport, Tenn., City Manager John Campbell has proposed using one bond issuance to pay for two years of capital-improvement projects. Bonds worth $13.7 million would fund projects in fiscal 2014 and 2015, including a stadium, renovations, rebuilding a bridge and dam repairs.
