A compromise on draft rules in Illinois for hydraulic-fracturing could serve as a model for other states seeking guidelines that environmentalists and oil companies can both accept, some observers say. "Anytime you can bring the lion and lamb to the table, it's a good thing," said Brian Petty of the International Association of Drilling Contractors. The rules require a state legislative panel's approval before proceeding to the full House.
