For states that have received waivers from No Child Left Behind, there may be a collective sigh of relief as officials are freed from some provisions under the federal education law. However, there are some drawbacks; because the waivers allow individual states and districts to craft their own plans, collaborative efforts among jurisdictions can lead to confusion over how federal funds for education may be used.
