The State Department seeks to guide the energy industry as new Securities and Exchange Commission payment disclosure rules are imposed, an official said. Under the rules, oil, natural gas and mining firms must report payments to foreign governments. "After there is a conclusion to that, [the rule] will have implications for how energy companies conduct their business around the world, and we then need to play a very proactive role," said Carlos Pascual, coordinator for international energy affairs at the agency.
