Students at Virginia's Millbrook High School have formed the Cat Control Team and have launched a public awareness campaign aimed at reducing the feline overpopulation in the community. The students also are seeking changes to local law by asking the Frederick County Board of Supervisors and state representatives to require licensing for cats as well as mandating that cats be spayed or neutered. "This was a human created problem. It's not their fault they're out there on the street not being taken care of. We want to be the cat's advocate," said student Ashlynn Smeltzer.
