The Lakewood, Wash., City Council is reopening debate that hit a dead end in 2009 on undeveloped access points to Lake Steilacoom, American Lake, Gravelly Lake and Lake Louise. Residents have expressed support for improving access by developing the areas into trails, but those who own waterfront property say they already have problems with litter, noise and parked cars; developing the access points would make problems worse, they say.
