Indiana lawmakers are mulling a bill to require that beverages sold in recyclable bottles and cans have a 5- or 10-cent refundable deposit. The deposit is meant to reduce litter, but the ABA's Kevin Dietly argues that beverage containers make up only 7% of the waste stream littering parks, beaches and roadsides. Dietly said the measure is costly and advocated curbside and other large-scale recycling programs.
