Some American companies are taking their unmanned aerial vehicles to Mexico for testing, while others are losing out to foreign developers, due to an extensive Federal Aviation Administration permitting process and concerns about privacy issues. Paul Applewhite, an aerospace engineer now working to develop UAVs in Seattle, says he had to submit a 62-page document to the FAA and expects to have personal meetings with regulators in Washington, D.C., before he is allowed to even test his product.
