The Glendale, Ariz., City Council will consider a budget proposal that would use property-tax increases, budget cuts and internal accounting changes to alleviate a structural operating deficit and avoid layoffs and utility-rate hikes. Under the plan, $3.5 million would be saved from eliminating vacant positions, and primary and secondary property-tax increases would go toward the general fund and paying off long-term debt.
