Caterpillar's plan to temporarily lay off about 300 workers from its plant in Milwaukee has drawn scrutiny from officials at United Steelworkers of America. Caterpillar CEO Doug Oberhelman had called for more visas for skilled foreigners, which prompted the union to question why the company needs to cut jobs. The plans for layoffs and the need for more worker visas are separate issues, said Rusty Dunn, a spokesman for Caterpillar.
