A North Carolina bill that would take away HOAs' power to foreclose on residents may not advance this legislative session, Molly Parker writes. Bill Bittenbender, president of the Alliance of Brunswick County Property Owners Associations, says the power to foreclose is proper for HOAs. "The threat of foreclosure is a last resort, but it's a very strong hammer, for a lack of a better word," Bittenbender says. "It's meant to get someone to come into compliance with the things they've agreed to do contractually, i.e. pay their dues."
