PhRMA said President Barack Obama's proposed budget for fiscal 2014 includes "stale, previously-rejected proposals" that will add costs for Medicare Part D beneficiaries and prevent drugs from reaching the people who need them. Limiting or eliminating patent settlements "would increase the cost of patent enforcement, decrease the value of patent protection generally and decrease incentives for taking the risks necessary to develop new medicines," PhRMA said.
