Richard Trumka, president of the American Federation of Labor and Congress of Industrial Organizations, and Thomas Donohue, president of the U.S. Chamber of Commerce, said they are in agreement on the broad outline of a program to allow low-skilled foreign workers to accept year-round, temporary employment in the U.S. Their support removes a major obstacle for Congress, which plans to take action on immigration legislation when it returns to Washington, D.C., after the mid-April recess.
