More than 20 Caterpillar workers say they shouldn't have been fined by a local union after crossing the picket line during a strike last summer. The workers have filed charges with the National Labor Relations Board. One worker said he was fined about $15,000; his pay was $12.88 per hour. The union's bylaws indicate that it can impose penalties against workers who cross picket lines.
