Education programs for the fiscal year beginning Oct. 1 could be cut by 20%, according to the U.S. House of Representatives Committee on Appropriations. The Council for Exceptional Children predicts such cuts could result in $2 billion in cuts for special education. "When you see these figures in black and white, it's pretty stunning. I don't know how (schools) could withstand it," said Lindsay Jones, CEC's senior policy director.
