In 2006, St. Paul, Minn., set a goal: it wanted each company with a city contract to have 10% of its workforce be workers with disabilities. The construction workforce in the city was less than 1% last year, and some wonder if the trades are even trying. However, as Brian Turmail, a spokesman for AGC, explained, "The industry went from a trillion-dollar industry five years ago to $800 billion-a-year that lost over 2 million jobs in five years. No one's discriminating against these folks. It's just that you can't offer jobs you don't have."
