Defense Secretary Chuck Hagel is visiting Singapore, where he will meet with Chinese officials for what they hope will be "even-tempered talks" on the contentious subject of cyberspying. According to Hagel, the talks -- which precede Chinese President Xi Jinping's visit to the U.S., where he will meet with President Barack Obama, by a week -- are part of an effort to develop a framework with China and other nations for the development of accepted protocol for state activity in cyberspace.
