A bill being worked on by Sen. John McCain, R-Ariz., reportedly would take away cable providers' ability to use the compulsory license for broadcast content unless they offered a la carte service. The bill would also end the local sports blackout rule, and is said to include a provision that would put up for auction the spectrum of any broadcaster that attempts to shift its content to cable. Some broadcast networks have threatened to shift to a cable model if streaming service Aereo is allowed to continue operating.
