Ohio has one of the most industry-friendly regulatory frameworks for oil and natural gas drilling, according to industry officials. It usually takes about 14 days to secure a drilling permit in Ohio, compared to more than 300 days for permits on federal land, said Randy Albert, Consol Energy's chief operating officer for natural gas operations. Energy companies find it easy to operate in Ohio because most of its policies are at state level, added Matt Hammond, Chesapeake Energy's senior director of Ohio government affairs.
