A change order on the roof replacement project at the Scioto County Courthouse in Ohio has created consternation among the United Union of Roofers, Waterproofers and Allied Workers. Because the work was priced at about $100,000, the county didn't have to go through the competitive bidding process. But a $23,000 change order just days later "appeared suspicious" to the union leader. Mike Crabtree, chairman of the Scioto County Commissioners, said the change order was due to unseen problems once the ballast was removed. The union offered to inspect the roof for free; the county declined the offer.
