Federal funding is running out for the Pre-Existing Condition Insurance Plan, prompting a federal proposal that states say would require them to pay for the plan's cost overruns in the final months before it is replaced by the Affordable Care Act. The move could result in "large-scale enrollee terminations," said Michael Keough of the National Association of State Comprehensive Health Insurance Plans, who also runs the program in North Carolina.
