The federal government's proposed rules for hydraulic fracturing on federal lands drew criticism from North Dakota lawmakers. The policy will add "a new layer of regulation and bureaucracy," said Sen. John Hoeven, R-N.D., adding states should just be allowed to regulate drilling. Sen. Heidi Heitkamp, D-N.D., said the rule will lead to permitting and drilling delays and other problems.
