West Virginia Gov. Earl Ray Tomblin remains hopeful about his state's prospects for landing an ethane-cracking facility despite Shell's announcement last year that it is studying an area in Pennsylvania as the likely location for its planned cracker. "When you are talking about a $3 billion to $4 billion investment, it takes some time to get everything together," Tomblin said. "We worked with Shell, but we have also talked with other interested companies. I am confident we will eventually get one," he added.
