A bill has been filed in the California legislature that would require 121 charter cities -- out of the state's 482 cities -- to mandate the use of union-scale wages for public-works projects. If projects did not use the prevailing wage, they would not be eligible for state construction funds. Critics argue the mandate would raise project costs by as much as 30% at a time when federal and state funds are scarce.
