Canadian nuclear plant operators will be held accountable for the initial $980 million in damages during accidents under a proposed bill, more than 10 times the current amount, said Joe Oliver, the country's natural resources minister. Canada also seeks to lengthen the compensation claims period after an incident from 10 years to 30 years. "In Canada, the fundamental principle of our environmental liability regime is polluter pay," Oliver said.
