America's CEOs are more optimistic about the economy, and about a third plan to hire workers in the next six months, according to a Business Roundtable survey of 141 chief executives. However, 26% of respondents expect to reduce headcount, and only 37% expect increased capital spending. Among small-business owners, however, optimism is at its second-highest level since the end of 2007, according to a separate survey by the National Federation of Independent Business.
