In the latest indication that China's new leadership is de-emphasizing headlong pursuit of sheer growth, President Xi Jinping said Communist Party leaders should be judged by criteria other than their ability to boost gross domestic product. "Xi is further legitimizing the case for slower growth. ... There will be less pressure for local government officials to pump up their economic growth forecasts," said Andy Mantel, CEO of Pacific Sun Advisors in Hong Kong.
